What is an Asset Management Plan?

An Asset Management Plan (AMP) is a strategic document that helps the Township of Black River-Matheson manage its infrastructure and physical assets—such as roads, bridges, water and wastewater systems, buildings, and parks—in a cost-effective, sustainable way.

The plan outlines:

• What we own – an inventory of municipal assets and their current condition

• What we need – the services those assets support and the community's expectations

• How we maintain it – lifecycle strategies for repair, replacement, or upgrades

• How we pay for it – funding strategies and financial planning for future needs

By using asset management planning, the Township ensures that public services are delivered reliably, risks are managed, and long-term costs are minimized. It supports informed decision-making, improves transparency, and helps protect the investments we’ve made in our community.

What is an Operational Plan?

An Operational Plan is a practical, action-oriented document that outlines how the Township of Black River-Matheson delivers its day-to-day services and achieves its short-term goals. It translates high-level strategies and policies into clear activities, timelines, and responsibilities.

The plan outlines:

• What we do – the core services the Township provides (e.g., waste management, snow removal, community programming, by-law enforcement)

• Who does it – the departments or staff responsible for delivering services

• How we do it – the processes, resources, and tools we use to carry out our work

• How we measure success – key performance indicators and service standards

An Operational Plan helps the Township stay focused, efficient, and accountable. It ensures that municipal resources are used wisely and that services continue to meet the needs of residents.

• What could happen – potential emergencies that may affect the Township

• How we recover – steps to restore normal operations and support community recovery

The Emergency Plan ensures that the Township is ready to act quickly and effectively when emergencies occur. It prioritizes public safety, clear communication, and continuity of essential services.
